David Prosser: Index-linked gilts… the more the merrier
The Debt Management Office (DMO) deserves credit for having had the prescience to structure gilts issuance in this way, though it has had no choice but to think more creatively about managing demand than its opposite numbers in less indebted countries. Still, with record gilts issues planned for this year, now is the time to go further: it should accede to the call made yesterday by the National Association of Pension Funds for much greater use of long-dated index-linked gilts.

Commercial property may cause new crisis, says FSA

In its overview of the financial risks facing Britain this year, the FSA said about £160bn of UK commercial property debt would mature over the next five years. During the recession, many commercial property companies were supported by forbearance from banks, which often waived conditions attached to loans, it added.

Officials apologise to members of family raped by ‘British Fritzl’

An investigation found that the family had contact with 28 different agencies and 100 members of staff over 35 years. The Sheffield man, who cannot be named, was given a life sentence after admitting 25 counts of rape.

High-speed rail route to be set out

Lord Adonis, the Transport Secretary, has promised today’s announcement will narrow down the route of the new line to within five metres in urban areas and 25 metres in the countryside. Work on the line is set to begin in 2017. The Department for Transport (DfT) is bracing itself for legal action as major local campaigns spring up to resist the scheme.

Victims of crime get ‘inadequate’ police response

information about harassment, criminal damage and verbal abuse was “inadequate”.
He said more than half the 43 forces in England and Wales could not
automatically identify repeat victims, leaving officers unaware of the most
vulnerable people needing help.

Ten great female philosophers: The thinking woman’s women
I feel women in general are less comfortable than men in inhabiting a highly austere, cold, analytical space, such as the one which philosophy involves. Women as a whole – and there are obvious exceptions – are more drawn to practical, personal matters. It is not that they inherently lack a talent or aptitude for philosophy or higher mathematics, but rather that they are more unwilling than men to devote their lives to a frigid space from which the natural and the human have been eliminated.
